Vladimir’s (Q) allows him to easily manage his health, while his (W) makes it difficult to gain a kill. Recklessly charging in on Vladimir will result in receiving a lot of damage through his 2 stacked (Q), so we recommend engaging when his (Q) is on cooldown. Even if it is difficult to secure a kill on him, use the fact that he cannot push lane fast to your advantage and roam.
